Monks follow very strict and necesary guidelines or rules by which they to live a very virtuous and moral life and cultivate a wholesome mind.
This includes relinquishing the use of money.
Therefore, they do not accept money directly.
Usually, a volunteer person who desires to do some good action and for the wellfare of many, will volunteer in helping monks in whatever they may need but they cannot do for themselves.
Hence comes in the very important role of the Kappiyas (From the Pali word "Kappi" which means "Allowable") A Kappiya litterally makes certain things "allowable" for monks. This includes taking care of any monetary donations or transaction for the monks.
Those who support the monks take part in their practice of doing good deeds.
